The programme uses a three-tiered approach to tackle fuel poverty. This includes: 

  1. Free energy helpline that provides expert advice to any resident living in Ealing. 
  1. Referral service through the helpline to support vulnerable residents whose primary need may not be based in fuel poverty but who need support in reaching the correct service.  Where energy services are required for that vulnerable resident, the Healthy Homes Ealing (HHE) programme will support the home visit. 
  1. Residents who are living in seriously sub-standard thermal accommodation and are from a vulnerable group on benefits, or who are suffering from a long term health condition, and families with children may be eligible for an in depth home visit. These may be referred from other Council support agencies or the helpline based on a reputable assessment method. 

The aim for this programme is to increase the number of referrals for these residents, increase the number of home visits and implementation of simple energy measures and improve the quality of people’s lives through a number of approaches currently being developed.
